I would like to make a cloak like the one from the game Call of Cthulhu(pic below). But I have no clue about how to go about it; if any one has patters or could make some I would be appreciated immensely!

I saw lots of patterns and instructions when I looked it up, not sure which one is best or the exact needs you will have for it. There is cold weather vs warm weather, different material options etc. Also the question of things like any detailing, drawstrings and such.
Looking at the image, this looks like two pieces - the main body is a robe with sleeves, and the head is a hood and tapered mantle ending at a point about mid chest level. This could be sewn onto the main body section for ease of use. The material appears to be a stiff fabric of medium weight, no hems so the fabric is slightly fraying at the edges for style. Maybe use canvas or linen.
Im no tailor, but I found what appear to be decent instructions here, here, and here.
Alternatively, you could buy one of these for about $15.
This craftwork looks very fascinating and I really love this type of stuff. The assignment writer has some new patterns and their content is quite amazing to read.
Off topic but that is a really cool design, props to the game developers, it wasn't the best game but it had some great models. On subject though I don't really know much about clothing. I know Wyntre expressed interest in selling more stuff in the shop such as ritual materials and idols, perhaps he could sell some cloaks and robes too that we can customize to our liking.
